The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) has launched an evaluation of FAO’s work on Statistics. OED is seeking Expressions of Interest (EOIs) from qualified consultants to join the evaluation team.
Statistical work has been core to FAO’s activities and mandate since the Organization was founded in 1945. Statistical activities cover a broad range of thematic areas such as agriculture, forestry and fisheries, land and water resources and use, climate, environment, population, gender, nutrition, poverty, rural development, education and health and include the development and implementation of methodologies and standards for data collection, validation, processing and analysis. Candidates should have demonstrated evaluation experience and a background in sectors related to FAO’s areas of work aforementioned.
Introduced in 2014, the FAO’s Reviewed Strategic Framework 2010-19 outlined five new Strategic Objectives representing the areas of work in which FAO would focus its efforts in support of Member States. In this new framework, Statistics is anchored in Objective 6.02, while it also contributes to the work towards the five Strategic Objectives.
At its 125th session, the FAO Programme Committee noted that this evaluation will serve as the basis for the SDG evaluations. The evaluation will also review FAO’s work in support of SDGs monitoring and reporting, including its role as custodian agency for 21 SDG indicators.
Under the overall responsibility of the Director of the Office of Evaluation, the team member reports to OED Evaluation Manager.
The FAO Office of Evaluation is seeking experts with evaluation background and experience in statistics. The evaluation will cover the totality of FAO’s statistical-related work since 2012, with a particular attention to the period (2014-18), after the introduction of the Reviewed Strategic Framework. It will assess FAO’s effectiveness and relevance in terms of response to national needs and challenges within the areas of FAO’s mandate and comparative advantage.
The objective of the evaluation is to assess progress in the achievement of Objective 6.02, and the contributions made by FAO’s work in statistics towards the five Strategic Objectives and the Sustainable Development Goals.
Tasks and responsibilities
Provide inputs and contributions to the evaluation design and methodology
Conduct data collection through documentary reviews, interviews and potential field visits and produce written analytical outputs in line with the evaluation questions and the evaluation report template
The evaluation team members should expect to work from home and to travel to a selection of countries as part of this assignment.
The main inputs of the experts are expected during the period April June 2019, with contributions to the final report to be delivered by 30th July 2019.
